President of Chamber Sergei Katyrin met with Deputy Prime Minister of Republic of Cuba Ricardo Cabrisas22.03.2024The Russian Chamber of Commerce and Industry attaches great importance to the development of trade and economic cooperation with the countries of Latin America and the Caribbean, and Cuba occupies one of the most central places in this area. This was stated on March 21 by the President of the Russian Chamber of Commerce and Industry Sergei Katyrin during a meeting with the Deputy Prime Minister of the Republic of Cuba Ricardo Cabrisas. According to the head of the Chamber, we have traditionally had close cooperation with the Cuban Chamber of Commerce for almost 20 years. “We continue intensive joint work with our colleagues,” said Mr. Katyrin, welcoming the Cuban guest. He noted that in general, despite the relatively good dynamics of trade between our countries, there is significant potential for its development. At the same time, the issue of increasing the volume of export-import operations directly depends on solving existing logistical difficulties and issues of making payments under commercial contracts. This is largely facilitated by intergovernmental dialogue, primarily through the intergovernmental commission, the next 21st meeting of which was held in Moscow on March 15, 2024.According to Mr.Katyrin, cooperation in the field of tourism traditionally remains close. “At the same time, we still have to work on expanding cooperation in such industries as energy, pharmaceuticals and medicine, transport, construction, as well as in the banking sector,” emphasized the head of the Russian Chamber of Commerce and Industry. “We hope that a number of decisions taken by the Cuban Government to create preferential conditions for potential Russian investors will facilitate the implementation of joint industrial and investment projects,” he said.Sergei Katyrin emphasized the importance of developing Russian-Cuban cooperation at the regional level. He recalled that a number of agreements have been concluded both by the administrations of Russian regions and individual provinces of Cuba, and between the Chamber of Commerce and Industry. Such documents were signed by the Republic of Bashkortostan, Moscow, Orenburg and Yaroslavl regions, and Nizhny Novgorod. We organize work throughout the Russian Federation, and it is possible to maintain contacts in all regions. Delegation of Turkish Buisiness from Antalya Region Visited Chamber20.03.2024The issues of bilateral cooperation between the Chamber of Commerce and Industry of the Russian Federation and the Chamber of Commerce and Industry of the Antalya region (Turkey) were discussed at the meeting of the Vice President of the Chamber of Russia Vadim Chubarov with the Turkish delegation. Sergey Katyrin: the creation of a unified digital infrastructure will be one of the priorities of the BRICS Business Council13.03.2024The first meeting of the BRICS Business Council took place on March 12 via video conference. It was attended by the President of the Russian Chamber of Commerce and Industry Sergei Katyrin, who heads the BRICS Business Council in the year of Russia's chairmanship, as well as leaders and representatives of national parts of other states - Busi Mabutsa (South Africa), Daniel Godinho (Brazil), Anshuman Hannah (India), Yang Song ( China).In his speech, Sergei Katyrin noted that five new states have been taking full part in BRICS since the beginning of the year - the UAE, Iran, Egypt, Ethiopia, Saudi Arabia.“I would like to emphasize that we sincerely welcome the entry of new member countries into the association. I am confident that BRICS, with its new, expanded composition, will in the very near future acquire even greater weight in the global economic arena. According to experts, the BRICS countries will provide almost 40% of global GDP by 2028, and this is a very serious figure,” he noted.Sergei Katyrin reported that the Egyptian side has appointed the chairman of the national part of the BRICS Business Council. Thirdly, the creation of a unified digital infrastructure, as well as cooperation in such an important and relevant area today as artificial intelligence.Also, traditionally, joint work will continue in the fields of agriculture, energy, and professional training.Separately, Sergei Katyrin focused on proposals for reorganizing the structure of some working groups, expanding and deepening their work agenda. All these proposals were previously broadcast through the secretariats of the national parts of the BRICS BC.He thanked his colleagues for supporting the proposal to create a subgroup on transport and logistics within the working group on infrastructure. Also, according to him, a unanimous decision was made regarding the renaming of the working group on professional training. Now it is a working group on professional training, applied technologies and innovation.“For individual groups, we see the need to expand their agenda. Today, artificial intelligence is used in almost all areas of the economy. Ethical and regulatory issues arise in this area. In this regard, we propose to include issues of cooperation in the field of development of artificial intelligence on the agenda of the Working Group on the Digital Economy and accordingly change the name of the “Working Group on the Digital Economy and Development of Artificial Intelligence”. Also, due to the high relevance of the climate agenda, we propose to include “climate” in the agenda of the Working Group on Energy and Green Economy and rename it accordingly,” said Sergei Katyrin.He drew the attention of the participants to the working group on small aviation, which during its work did not receive the expected development. One of the possible and most logical options for reorganizing this group is its merger with the Working Group on Industry, the head of the RF CCI indicated.“Taking into account that for several years now investment issues have been on the agenda of the Working Group on Financial Services, we propose to rename it the “WG on Financial Services and Investments”, and the working group on Trade and Investment to the “WG on Interbank Cooperation, Trade and international cooperation,” he added.Sergei Katyrin also spoke about the proposed BRICS BC events, which will be held in person.Among them is the St. Petersburg International Economic Forum, which will take place from June 5 to 8. A webinar of Russian-Omani Business Council at Chamber of Commerce and Industry11.03.2024The problems of bilateral investments were discussed at the meeting of the Russian-Omani Business Council, where the Ambassador of the Sultanate of Oman Hamoud Salim Abdullah Al Tuwaikh took part. The Sultanate of Oman is one of the promising and important partners of the Russian Federation, as evidenced by the growth in trade turnover between Oman and Russia. Confirmation of the importance of Russian-Omani relations was the invitation of Oman as a guest country to SPIEF-2024. The most promising areas of cooperation are energy and tourism, which is facilitated by the presence of direct flights between the two countries, as well as the fact that in 2023 Russia and Oman entered into an agreement on the avoidance of double taxation, which further strengthened trade ties between the companies. Vice President of the Chamber Vladimir Padalko Spoke at Round Table on Foreign Trade Between North Caucasus Federal District and Azerbaijan07.03.2024On February 28, Vice President of the Russian Chamber of Commerce and Industry Vladimir Padalko spoke at the round table “Modern features of foreign trade operations of exporters of the North Caucasus Federal District of the Russian Federation and the Republic of Azerbaijan.” The event took place at the initiative of the Russian Chamber as part of the program of the 12th Russian-Azerbaijani Interregional Forum at the Minvody EXPO exhibition center. The speech of Mr. Padalko was devoted to the practical content of bilateral trade between Russia and Azerbaijan. According to him, in 2023 the Russian Federation topped the ranking of countries supplying goods to Azerbaijan. Deliveries of Russian products to Azerbaijan for 2022-2023. increased by 15.6% to $3.1 billion. As a result, Russian goods accounted for more than 18% of the republic’s total imports. The structure of Russian exports to Azerbaijan is mainly formed by grains, wood products, ferrous metals, food products, paper and cardboard, as well as equipment and vehicles, fuel and petroleum products. The leaders in export supplies to the republic in 2023 were enterprises from Moscow, Stavropol Territory, Moscow and Nizhny Novgorod regions. Analyzing the prospects for bilateral trade, Vladimir Padalko said that Russia is the main importer of non-oil (including fruits and vegetables) products from Azerbaijan: our country accounts for 33% of this type of export. In 2023, Azerbaijan's non-oil exports increased by 9.8% compared to last year and amounted to $3.3 billion. This is a record figure in the entire history of observations. Given that the Azerbaijani economy faces the challenge of increasing non-oil production and exports, and Russia is the main market for non-oil goods, it is expected that the countries' trade turnover, in particular the export of Azerbaijani goods to Russia, will continue to grow. Among the successful projects already implemented are the activities of Agroexpress, improved transport and logistics infrastructure, new tourist routes, cooperation projects through KAMAZ and Sollers. The round table participants also discussed the prospects for economic interaction between the Stavropol Territory and the regions of the Republic of Azerbaijan, banking support for foreign trade transactions and transport and logistics issues, as well as humanitarian ties and the successes of economic diplomacy. The moderators of the round table were Maria Suvorovskaya, honorary representative of the Russian Chamber of Commerce and Industry in Azerbaijan and Yusif Abdullayev, executive director of the Export and Investment Promotion Agency of the Republic of Azerbaijan - AZPROMO. At the US-Africa Leaders' Summit, which took place in mid-December, the White House clearly outlined a course to strengthen the position of American business in African markets. So the competition of the world's leading economies for the inclusion of the continent in the orbit of their interests is intensifying. The recently popular thesis is becoming an axiom that Africa will determine the future - and not only of its people, but of the whole world. From the point of view of economic development and the realization of national interests, it becomes a very specific call for the leading world powers to intensify their actions on the continent. Indeed, Africa today is a young, dynamically developing market, a continent that contains up to 30% of the world's mineral reserves, which are critical for the development of modern industry and high technology. According to experts, by 2050, 25% of the world's population will live there, and the volume of the consumer market will be $16 trillion. So the importance of Africa for world trade and investment will only increase in the foreseeable future. Against the backdrop of expert forecasts, the US-Africa summit, in a sense, launched the implementation of the US Strategy for Sub-Saharan Africa, adopted in August 2022. It just determines the goals of strengthening economic cooperation. Including in very sensitive promising areas - in energy, healthcare, agriculture, finance, infrastructure and communication technologies. In general, the adoption of the strategy and the assessment of the preliminary results of the last summit indicate that the United States is returning to Africa in earnest and for a long time. And they are not going to just hand over their positions to their opponents there. And other countries - China, Turkey, Japan - periodically hold their summits on cooperation with Africa. Despite all the interest in developing foreign trade and attracting foreign investment in the economy, most African countries are striving to build balanced relations with partners. And they want to avoid the negative consequences of major power rivalry. According to Western experts, the current African leaders recall with concern the times of the Cold War, when the confrontation in Africa on the principle of "us or them" in the long run did not contribute to economic integration and building a common market on the continent. Now about the main thing for us. What will Russia offer in response to all these Napoleonic economic plans? Today our trade with Africa is $18 billion. We have something to focus on and draw conclusions, developing strategies. For example, China's trade with African countries is almost 260 billion, the US - just over 60 billion dollars. Of course, we need non-standard and non-sanctioned flexible mechanisms to promote investment and trade with African countries. In recent years, many African countries no longer experience a lack of attention from foreign partners. We sell very popular goods in Africa: fertilizers, oil products, wood products, plastics, rolled metal products, grain, certain types of machinery and equipment, and vehicles. In turn, African countries are ready to supply the Russian market with a whole range of food products, with the supply of which problems have recently arisen. And in some countries, in particular, South Africa, there are good products in mechanical engineering, chemical, and food industries, which will also be useful for us today. Does the Chamber of Commerce and Industry of the Russian Federation intend to encourage Russian companies to localize their production in African countries, thereby using one of the most reliable ways to expand trade and economic cooperation? The Chamber of Commerce and Industry of the Russian Federation supports all positive trends in business, including foreign economic activity. The localization of Russian production in African countries is already a mature stage of cooperation when companies understand all the specifics of doing business in a particular country and are confident in the long-term nature of project implementation, and the return on their investments. In my opinion, now for the majority of Russian companies that intend to work in Africa, it is important to create a set of tools that will allow them to confidently develop their business with the countries of the continent. The Chamber of Commerce and Industry of the Russian Federation has already prepared a set of proposals that should seriously help the promotion of Russian business to African markets. The initiatives were discussed and approved at the last meeting of the heads of business councils at the Chamber of Commerce and Industry of the Russian Federation for cooperation with African countries. For example, it is important that Russian banks come to Africa. Now there is only one bank – it is very small for the whole continent. We need settlement banks that would work with different currencies, and not just with dollars and euros. The President of the Russian Chamber of Commerce and Industry Sergey Katyrin, in a letter to the Chairman of the Government of the Russian Federation Mikhail Mishustin, proposed to conclude intergovernmental agreements with African states on the use of national currencies in mutual settlements and payments. It was also proposed to work out the issue of establishing a specialized export-import bank and a trust fund to support the export activities of small and medium-sized businesses in African countries. We really need a Russia-Africa trading house. In connection with the latest events in the world, international logistics have seriously changed. We need commodity hubs that work for several countries at once. As you can see, we are now at the stage of creating an infrastructure that will allow us to reach a qualitatively new level of cooperation between Russia and Africa. The information vacuum definitely exists, and this obstacle should first be removed. One of the most effective tools in this direction is holding exhibitions. Experience indicates that business in Africa shows great interest in them. In connection with this, the CCI of the Russian Federation proposes to redirect the funds allocated for exhibitions in Europe to the organization of exhibitions and business forums in African countries. But at the same time, it is necessary to work quickly – it takes an average of six months to prepare any exhibition, and the situation in this area can change dramatically. It is also necessary to organize business missions more often, hold roadshows, presentations of Russian companies in African countries. The online format of communication is good, but direct contact, so to speak, on earth is always effective and brings returns. I would like to note that the CCI of the Russian Federation intends to actively contribute to the expansion of the network of trade representative offices in Africa. Currently, there are only four Russian trade missions operating on the continent; Morocco, Algeria, Egypt and South Africa. There should be more of them. What do you think are the main problems for foreign players on the African continent, what hinders the development of trade and the influx of Russian investments into African countries? Trade and economic cooperation is always a bilateral process. African countries need to further develop financial and investment infrastructure, which foreign partners, in our case, Russian ones, will be able to rely on. Do not hope that investors will come, find promising projects on their own and implement them at their own expense. At the same time, the experience of the Soviet Union shows that it is possible and necessary to cooperate with African countries in a broad format. However, the economic model of interaction is now fundamentally different – no one will recklessly invest. All work is based on a mutually beneficial basis. At the same time, Russia is now living in fundamentally new economic realities. Many communications, logistics, and supply chains have been disrupted. Business is forced to adjust strategies for working with foreign partners and to look for new opportunities for their development. And in this situation, cooperation in friendly areas – with African countries – becomes one of the priorities. At the end of this exclusive interview, what are your final motivating words and what can you wish for potential clients and partners in Africa? Africa has changed a lot in recent years. A number of countries show high rates of economic growth, new industries are developing, enterprises are opening, and not in the sphere of primary processing of minerals and agricultural raw materials. The African continent has become a place of expansion for many foreign companies. Russia cannot stand aside from this process. Businesses need to take the initiative and take a certain risk – it is like two sides of a coin. The main thing is that our country has a good mood for the development of cooperation, and this is unambiguous on the part of African countries as well. So, we will succeed. There is a wide field of collaboration ahead.

Concerning cooperation in the science and education sectors, Senator Igor said ROSCOSMOS will share its immense experiences in the Space Science Aerospace Research fields with Ethiopia. Russia is also ready to establish a trade house in Addis Ababa as part of its ongoing activities to bolster economic and investment ties with Ethiopia and the continent Africa at large. He further expressed his confidence that the Second Russia-Africa Summit would serve as a good platform in strengthening comprehensive and equal cooperation between Russia and Africa countries.
